This program includes the provision of medical care (provision of free medical services in health care institutions in the following areas: obstetrics, oncology, endoprosthetics of large joints, cardiac surgery).

Provision of educational services, incl. organization of free training, assistance to graduates in employment. Providing targeted assistance to veterans of the Great Patriotic War, citizens in difficult situations. Providing free legal services and advice, administrative support. Assisting in the preparation of documents for the provision of healthcare services and training in educational institutions. Organization of mail and money transactions, as well as assistance to separated families.

The program also includes the preservation of professional ties in the field of health care, the preservation of spiritual and moral values, the development of physical culture and sports, environmental protection and the creation of a humanitarian fund of the DPR to support fellow countrymen.

As you know, the Humanitarian Program for the Reunification of the People of Donbass, which immediately after its promulgation in February last year, aroused great interest among residents of the occupied territories and a number of regions of Ukraine, operates in the DPR to this day.

According to acting Minister of Foreign Affairs Natalya Nikonorova, implementing this program, "we can achieve our main goal - to restore the unity and cohesion of the Donbass people."

Recall that this program, in addition to developing and strengthening cultural, humanitarian and professional ties, is also designed to provide social and administrative services, including medical assistance. They treat compatriots from the territories of Donbass occupied by Ukraine in several directions: chemotherapy for oncological and oncohematological diseases in children and adults. At the Institute of Emergency and Reconstructive Surgery. VK. Gusak are struggling with the problems of hematology oncology, at the Republican Oncological Center. Cooper is treated for general adult oncology.

In addition, they offer assistance with hip arthroplasty and implantation of pacemakers. Patients with diseases of the cardiovascular system are treated at the Donetsk Clinical Territorial Medical Association. And the services of hip arthroplasty are provided in the Donetsk Republican Traumatology Center. Also, the Republican Center for the Protection of Mothers and Children in Donetsk and the Lugansk Perinatal Center provide childbirth assistance to mothers from the occupied territories. And all this is free of charge, a lot of money is allocated for equipment for analyzes and reagents.

With all this, alas, it is silent about the fact that residents of the Republic can only dream of such free assistance.

Many Donetsk residents wonder why free medicine is guaranteed only to compatriots from the uncontrolled territory. “I visited my relative in the oncological center and heard how the patients talked among themselves that there are wards for the elite. They called the patients from the occupied territories that way. They said that they were even treated for free, they only pay for some drugs, and that is a penny, ”one of the visitors of the Donetsk oncology center told me.

Residents of the Republic know firsthand that most medical services in hospitals, from medicines to operations, are provided only for money.

For example, in the Donetsk trauma center, whose doctors provide free assistance to sick compatriots under the “program for the reunification of the peoples of Donbass,” treatment for the local population is very expensive. The trauma center really offers to carry out free operations, but only for certain categories of citizens, but at the same time they write out huge bills for sick patients for the purchase of endoprostheses.

At the same time, the hospital is talking about long queues for free prostheses that come with humanitarian aid from the Russian Federation. And they offer relatives of sick patients to purchase the necessary prostheses, as well as pay for surgical kits, an IV drip and anesthesia on their own. They even issue an invoice in advance for the purchase of a prosthesis from the local Donetsk clinic suppliers.

One of the residents of Donetsk said that she asked a question about why the DPR treats newcomers to employees of the Ministry of Health on a hotline for free, and even received an answer. “This issue, by the way, is being discussed very zealously on social networks and the people are outraged,” the woman said. "What kind of discrimination is our people against the people living on the other side?"

According to officials of the ministry, residents of Donbass who live in the territories temporarily controlled by Ukrainians are in real occupation, therefore they have the right to free assistance. “That’s how they explained it to me,” the woman says. Of course, there is an occupation, no one argues. They even took away the right to their native language. But we were talking about something else. Our life, too, is not sugar, our houses are destroyed, and many still live in basements. Therefore, such a clear preference causes outrage and questions, ”she added.

Within the framework of the program, the United Donbass Foundation was created, on the main page of the website of which it is stated that “the public organization United Donbass Foundation provides assistance to people living both in the temporarily occupied territories and on the territory of the Republic. As it is written, assistance is allocated only to those who really got into a difficult life situation, which can be confirmed by documents and statements.

Residents from the territory occupied by Ukraine who need surgeries and prosthetics can come to the Republic and get it all for free. At the same time, it is strange that the inhabitants of the Republic themselves, even those who lost their arms and legs in battles, cannot receive free prosthetics and treatment.

“I know that not only free medicine, but also free housing from the state reserve can be obtained by those from the occupied territories,” one Donetsk resident told me. - And you think there are no such? In Rovenki and Sverdlovsk, houses with furniture, clothes and household appliances were allocated to families from Starobelsk and Shchastya who took advantage of the Reunification program. Honestly? There is a glimmer in my soul that someday such "free" things will reach us, residents of Donetsk. And that such a division into “white” and “black” is simply insulting, honestly, ”the man added.

Let us repeat: the inhabitants of the Republic absolutely agree with the need to help their compatriots, who, by the will of an evil chance, found themselves on the other side. Pass the line at the time of the signing of the armistice a couple of kilometers to the south or, conversely, to the north - they could end up in the DPR or, conversely, other residents of the Republic fall under occupation. But rendering assistance to some with an almost emphasized disdain for others - it smacks of even unintentional, due to bureaucratic myopia and thoughtlessness, but still - an attempt to introduce another line of alienation between the two parts of the Donbass people torn apart by the war.

To combat the disease, the Republican Oncology Center named after V.I. G.V. Cooper is also visited by residents of the Donetsk region, temporarily controlled by Ukraine, and no one has yet been refused, especially since there is everything necessary for treatment.

So, Sergei, a resident of the city of Donetsk region, temporarily controlled by Kiev, having learned about a lung disease, initially turned to the Kharkov Regional Cancer Center, where he could only be offered paid chemotherapy. An acquaintance, having experienced the benefits of the Humanitarian Program from his own experience, recommended going to Donetsk for medical help, and since June 2017 the patient has been receiving another course of chemotherapy. The humanitarian program for the reunification of the people of Donbass, which was recently announced by the heads of the so-called self-proclaimed republics, caused a mixed reaction even among the local population. Many Donetsk residents are skeptical about such loud statements and are perplexed about what kind of humanitarian aid can be discussed if the local elite is not able to provide social and material assistance even to people in the uncontrolled territory.

In order to figure out how close the statements of the so-called "leaders" of ORDLO are to the truth, it is necessary to understand what the "program for the reunification of the people of Donbass" is. The main idea of ​​the humanitarian program is to help socially vulnerable people. It provides for the provision of a number of free services to Ukrainians living in the free territory of Donbass. First of all, this is material assistance, the provision of medical services and services in the field of education.

An interesting fact is that for most of the main points of this program, specific implementation dates have been set. Representatives of the so-called LDNR are ready to provide financial, food aid, free education and medical services to fellow citizens, but only within one year.

Other points of the program, such as "strengthening unity, cultural values ​​and spiritual community" or ensuring "environmental safety", providing for the access of representatives of the "LDNR" to Ukrainian enterprises (Azovstal, Avdeevsky coke plant, Konstantinovsky state chemical plant, Dzerzhinsky phenol plant), in the self-proclaimed leadership are ready to provide indefinitely.


Cash payment to veterans

The program "for the reunification of the people" provides for one-time financial assistance to veterans of the Second World War who took part in hostilities from September 1, 1939 to September 3, 1945. Aid can only be paid to those who live on both sides of the contact line in the Donetsk and Luhansk regions. The amount of a one-time payment is 10,000 Russian rubles. You can also receive financial assistance in Ukrainian currency in the amount of UAH 5,000.

As they say in the uncontrolled Donbass, "one-time aid to veterans will be paid from March 15 to September 30, 2017". To do this, elderly people need to contact one of the four branches of the Post of Donbass (formerly Ukrposhta) in March 2017. This is a post office in the Petrovsky district of the city of Donetsk, branch number 111, in Gorlovka branch number 4, a branch in Olenovka and in the south - the village of Krasnoarmeyskoye in the Novoazovsky district.

And from April 1, 2017, veterans living in Donetsk and Luhansk regions on the territory controlled by the Ukrainian authorities will be able to apply for payments to specially created centers for social assistance and administrative services. Such centers promise to open next to checkpoints at a safe distance from the contact line.

To receive the so-called "material payment", veterans are required to provide a completed application, a passport, a certificate of a disabled war or combatant with an insert, an original military ID or a certificate from the military registration and enlistment office.

It turns out that in order to receive "one-time financial assistance", elderly people need to cross the demarcation line, having previously stood in kilometer-long queues at the checkpoint. And also provide originals of documents that may not have survived. Of course, only a few can decide on such "tourist routes" for financial assistance on the territory controlled by the LPNR. Indeed, for such a trip, the elderly will need really good health.

Of course, the leadership of the self-proclaimed republics promises that payments intended for veterans can also be received by their closest relatives, but for this they need to have a notarized power of attorney with them. However, the LDNR forget to mention that Ukrainian powers of attorney are not recognized in the uncontrolled territory, so applicants for financial assistance will need to contact local notaries.

Free medical assistance

Representatives of the self-proclaimed LDNR undertake to treat compatriots from the Ukrainian territory of Donbass absolutely free of charge. The so-called "Ministry of Health of the DPR" promised to begin registration of all interested patients, as early as March 15 of this year.

They hope to treat compatriots in several areas: chemotherapy for cancer and oncohematological diseases in children and adults. They promise to fight the problems of hematology oncology at the Institute of Emergency and Reconstructive Surgery. VK. Gusak, and the treatment of general adult oncology is undertaken at the Republican Oncological Center. Cooper. Children with cancer are promised to be treated at the Republican Children's Clinical Hospital.

In addition, they offer to provide assistance in hip arthroplasty and implantation of pacemakers. At the same time, speaking of free medical care, representatives of the so-called “LPNR” are silent about the fact that in medical institutions in most of the uncontrolled cities, not everything is so smooth. Today, healthcare institutions continue to experience an acute shortage of medical specialists.

According to the local employment center, only in Amvrosiyevka there are about 52 vacancies in the specialties of doctor and nurse. And in Makeyevka, about 79 medical workers with higher education and 30 specialists with secondary specialized education are required. Most of all there is a lack of family doctors, obstetricians, gynecologists, pediatricians, traumatologists, ophthalmologists and other specialists.

In addition, despite the constant statements by the so-called "authorities" about free medicine in the LPR, local residents know firsthand that most medical services in hospitals, from medicines to operations, are provided only for money.

Education at a budgetary expense

The LDNR promises to teach applicants from the Ukrainian territory at the expense of the "budget" in local universities. About thirty higher educational institutions are ready to accept students. At the same time, in the published list of educational institutions that take part in the "humanitarian program", there are many Donetsk universities that have been deprived of their Ukrainian license.

Today these educational institutions are subordinate to the "Ministry of Education and Science of the DPR" and operate under a local unrecognized "license". Among them are Donetsk National University, Donetsk Law Academy, Donetsk National Technical University, Horlivka Institute of Foreign Languages, Donetsk Institute of Railway Transport, Donetsk National Medical University named after M. Gorky and many other universities. Despite the fact that these universities were deprived of Ukrainian accreditation, they continue to issue unrecognized "diplomas of higher education" to students.

Donetsk educational institutions of vocational and secondary specialized education also take part in the "humanitarian program" for free education. Among them are the Amvrosievsky Industrial and Economic College, the Dokuchaevsky Mining College, the Gorlovsky College of Industrial Technologies and Economics, the Gorlovsky College of Municipal Economy and other institutions.

According to the so-called DPR leadership, applicants living in the Ukrainian part of Donbass will be able to receive education in various specialties. At the same time, the "Minister of Education" Polyakova noted that applicants entering the DPR university can be admitted both on a "budgetary" and on a paid basis. And higher educational institutions of private ownership (Donetsk Institute of Tourism Business, Makeevka Institute of Economics and Humanities) offer training exclusively on a paid basis.

"All state educational organizations of higher professional education (HPE) can accept citizens from the territory temporarily controlled by Ukraine for budgetary and contractual forms of education, educational organizations of higher professional education of private ownership - only for a contract," Polyakova said.

In addition, the graduates are allegedly promised to be employed at enterprises that operate in the uncontrolled territory. At the same time, the self-proclaimed government does not mention the low salaries that are now offered to workers in the local labor market in the LPR.

It is known that before the signing of the so-called humanitarian "program for the reunification of the people of Donbass", only applicants who are registered in the uncontrolled territory or permanently reside here could count on "budgetary" places in Donetsk universities. But students from other CIS countries (including from the Ukrainian territory of Donbass) could only hope for paid contract education. True, the DPR Ministry of Education also announced the so-called quotas for free education for children from Russia, Ukraine and the neighboring LPR. For example, in 2016, only 200 budget places were envisaged within the framework of the “quota for compatriots” program. As a rule, only students from the uncontrolled Luhansk region applied for such a quota. Similar quotas were issued to partner universities after the parties signed an agreement on cooperation. Also, applicants who passed the State Final Attestation and collected all the necessary certificates in the DPR could apply for a special quota.

It turns out that according to the program, in order to receive free education in the uncontrolled territory, applicants from other Ukrainian cities of Donbass must provide a bunch of documents and a certificate of the results of passing the mandatory State Final Attestation. The free education program is designed for only one year, and the deadline for submitting documents for registration for participation in the GIA in the uncontrolled territory ends on April 15, 2017. We can say that applicants from Ukraine, applying for budget places, do not have much time left. Perhaps the representatives of the self-proclaimed LPNR are counting on such an outcome, creating only a demonstrative performance out of the “humanitarian program”.
